Description of organisation

The national network of “Missions Locales” constitutes the territorial public service of support and social and professional integration of young people (16 to 25). Their role is defined by the Labour Code. They carry out a local service to accompany young people, aged 16 to 25, having left the initial training system, on their way to employment, training and social autonomy (concerning health, housing, mobility, etc.). By mobilizing all public and private partners, including companies, the “Missions locales” contribute to the development of a coherent and collaborative local policy to foster the professional and social integration of young people.
The “Mission locale des Bords de Marne” (MLBDM) covers the territory of 6 municipalities, representing a population of 195.000 inhabitants; 25.000 of them aged 16 to 25. In this area, there are five “quartiers politique de la ville”, facing structural and social difficulties, like unemployment or poverty. The MLBDM has 36 employees, 2 of them in full-time dedicated to international mobility and volunteering.
The MLBDM identifies situations that require access to social rights, and of school drop-outs, through our action “PIC invisible”. We identify the public outside of any institutional radar, especially those who are not registered with the public employment service. Our actions aim to connect them with competent services, to be taken in charge and to make use of the solutions that the common law system offers.
Our common reference framework for the service offer defines the principles and content of the actions implemented in our territory. It states organizational principles and the basis of the actions carried out by our structure, adapting them to the specificities of our territory, our local partnerships and the specific challenges faced by our young people.
The implementation of “Un jeune, une solution", the “PACEA”, the “Garantie Jeunes” (and the “pacte de la deuxième chance” have led us to diversify and innovate in the invention and use of educational tools to better reach vulnerable young people.
We fight against exclusion, improve local living conditions, especially in urban areas, and offer young people opportunities to gain experience and enter the labor market while becoming active and involved in society.
A better social inclusion in our territory can be reached by making the participation in solidarity project more attractive for young people with fewer opportunities. They gain relevant experience in order to gain useful skills for personal, educational, social, civic and professional development. That’s why we decided to apply for the quality label. It is a ticket to the opportunities of the ESC: To benefit from the support and tools necessary to develop and implement quality projects, to exchange in an international framework and to network with other actors of the ESC.
This label certifies that the actions of our organisation are in line with the principles, objectives and specific requirements of European youth programs. It will ensure a sustainable development of our activity.

For young people, it offers opportunities to: - benefit from solidarity projects and from continuous support for their involvement in these projects.
- acquire skills, especially for young people who have dropped out of school, through non-formal learning activities
- to stimulate their spirit of commitment, initiative, entrepreneurship, personal, educational and social development and active citizenship.
The recognition of learning outcomes (Youthpass and Europass) helps them to enter the labour market and increases the chances of integration.
The mobility and volunteering offer complements the ongoing support provided by our structure and local partners. It helps to combat the risk of isolation of young people with fewer opportunities.
Concerning our experience in international mobility, the MLBDM leads a consortium composed of the 11 “Missions locales” of the Val-de-Marne department. Since 2008, we have continuously initiated projects (Leonardo, Erasmus+, European voluntary service for hosting and sending, civic service, French-German and French-Quebec voluntary service). We have run training courses on setting up mobility projects, exchanges and study visits for professionals of youth work, as well as exchange projects for young people, funded by Erasmus+, the French-German Youth Office (OFAJ) or the Franco-Quebecois Youth Office (OFQJ).
The MLBDM labelled as an “OFAJ Point Info” and ensures the dissemination of relevant information. We are a member of the French-German network DiPa ("Diversité et Participation") and the French-German initiative of European-Med collaborations with Maghreb countries. We benefit from the financial support of the Council of the Department Val de Marne, and of OFAJ for the position of our OFAJ-coworker and the support of SDJES 94 (SDJES, Val de Marne departmental service for youth, commitment and sports) for a fonjep position.

  • This organisation holds a European Solidarity Corps Quality Label. The Quality Label certifies that the organisation is able to run projects in compliance with the principles and objectives of the European Solidarity Corps.
