Câmara Municipal de Lisboa, (CML in its abbreviated form and Municipality of Lisbon translated to english), is the executive body of the municipality and its mission is to define and execute policies that promote the development of the Municipality in different areas.
The City Council is composed of 17 elected councilors, representing different political forces, with 1 being the President and 16 city councilors. The Municipal Council is the executive body of the Municipality that performs the powers enshrined in Law 169/99 of September 14 amended by Law 67-A / 2007, of December 31, in areas such as: organization and running / day management; town planning and construction planning; relationship with other autarchic bodies, etc.

Main target group of the Municipality of Lisbon are its residents: according to data from INE (National Institute of Statistics) Lisbon has a resident population of 547773 inhabitants, 45.82% male and 54.18% female. There are approximately 244,271 families, which are spread over 323,981 households.

Examples of regular activities/Competences of the Municipality (as mentioned in the current Law 50/2018, in attachment) are:
- to participate in the planning, management and investment of new primary health care units, as well as public educational and educational establishments, namely in its construction, equipment and maintenance
- to ensure the service of social attendance and accompaniment
- approve municipal emergency plans for civil protection and, among others, ensure the management of the municipal operational coordination center
- managing, valuing and conserving of local cultural heritage
- manage the public real estate assets without use, affection to the direct and indirect administration of the State, including parts of buildings
- management of urban rental and urban rehabilitation programs
- participate in forest and protected areas management
- within some perimeters, ensure the protection and animal health, as well as detention and control of the pet population
- with some exceptions, management of all roads in the urban perimeters and of equipment and infrastructures; among several other competences.

Municipality of Lisbon operates through several Departments. This European Solidarity Corps Quality Label process is especially related to one of the Municipality Departments, namely the Social Rights Department, whose main functions are established in the Regulation in attachment (Despacho nº 79 / P / 2013 - Delegation and subdelegation of powers).
Through this department, Lisbon City Council assumes the mission to promote Volunteering as a space for participation in the city and as a resource to community service.
Its main aims are:
• to promote good practices in volunteering;
• to contribute to the recognition of volunteering in its various dimensions;
• to qualify volunteering;
• to deepen knowledge on volunteering.

Main projects developed by the Social Rights' Department are:
• Volunteer Bank for the City of Lisbon - acts as a link between supply and demand of volunteer opportunities, through its dissemination, supporting the recruitment of volunteers and their inclusion of projects.
• Municipal Volunteer Program (PMV) - enables the placement of volunteers in municipal services, stimulating their participation, contributing to their inclusion, as well as to social and cultural development;
• Internal Volunteering Program - aims to help accomplish the goals of entities promoting volunteering through the competencies of the municipality workers, which is considered to be a significant added value, giving access to enriching experiences that will allow the development of civic awareness, the strengthening of the spirit and the bonds of solidarity towards the community;
• Volunteer Management Guide - good practices of the city of Lisbon - conceived with the participation of entities that promote volunteering, with the aim of disseminating good practices and supporting the entities with regard to the management of their volunteers;
• Municipal Volunteer Prize - awarded annually, aims to distinguish the volunteer project / action that contributes to the promotion of volunteering in the city of Lisbon;
• Program + Volunteering - aims to financially support the development of voluntary actions or projects in the city of Lisbon;
• Learning recognition mechanism - aims to contribute to the development of individual, political, social and formal recognition of learning resulting from volunteering at local, national and European level;
• Participation in international initiatives - Madrid en Red 2012, Ibero-American Meeting - Volunteering and Local Governments 2014, European Volunteering Capital 2015.
