The cultural and social center Jacques Brel is an association law 1901, approved social center, located in Outreau in the Hauts de France region. Outreau is a town of 13,898 inhabitants, part of whom live in the priority areas of the town's policy.
The city has maintained a Twinning policy with Eppelborn in Germany since 1989.
Actor in popular education in the Outrelois territory for 40 years, the Jacques Brel Center defends the republican values ​​of democracy, progress, humanism, peace, equality and citizenship. Actor committed to the inhabitants of the city of Outreau in the promotion of education and culture for all and throughout his life, he registers his actions in respect of social mix and cultural diversity and which are new to its members and more broadly to citizens of all ages, from all social and geographic origins.
To do this, Jacques Brel relies on a Board of Directors made up of 19 volunteer members, 16 employees and 20 temporary facilitators for an annual budget of nearly 1 million euros.
Today, its action brings together more than 925 members, mainly residents of Outreach, people from outside. The center also brings together many partners who come to carry out activities or on-call services in its premises, allowing more than 400 users to benefit from services of social utility.
Cultural and social activities are offered for all and the participation of residents and families.
These actions are in line with the axes defined by all the actors of the Jacques Brel center (CA, Members, volunteers, partners, employees), during the creation of the project contract, which gives rise to the establishment of A social diagnosis carried out with the support of all the actors federated by the center and thus, making it possible to define our shared approach in 5 axes which are part of the projects and activities of the center.
The mix, to bring together, unite without discrimination whatever the age, origin, sex, religion, social category by relying on the intergenerational and intercultural
communication, to make the inhabitant an actor of communication by creating with him the means to communicate differently. Promote the image of neighborhoods and residents so that they are at the heart of communication actions, and particularly in the area of ​​prevention.
