The Voluntary Labour Corps (OHP) is a state organization, the key functions of which include:
- actions intended to support the system of education through social, occupational, and economic activation of young people,
- actions that are supposed to improve vocational qualifications of people or to retrain them,
- backing any initiatives intended to counteract unemployment and to nurture youths in the process of work performance, including employment process organization and organization of international co-operation between young people around the world.

The primary objective of OHP is to create adequate conditions for proper social and vocational development of young people, including special actions that are addressed to disfavoured young people who are supported by OHP and such support consists in organization of various forms of going out of poverty, unemployment, and social pathology effects.
Actions taken by OHP are addressed to the groups of young people aged 15-25 years.

Kujawsko-Pomorska Headquarter has 9 main upbringing and educational units gathering young participants:
- 3 Education and Labour Youth Centres in Bydgoszcz, Toruń and Włocławek with subordinated units like Mobile Centres of Vocational Information, Youth Career Centres, etc.
- 1 Environmental Voluntary Labour Corp in Toruń;
- 4 Voluntary Labour in Brodnica, Bydgoszcz, Inowrocław and Włocławek;
- 1 Training and Upbringing Centre in Grudziądz.

The main activities which are offered to the young people by Kujawsko-Pomorska Wojewódzka Komenda OHP and its subordinated units are:
- education and upbringing - OHP make sure that individuals taking part in their activities have proper conditions for continuing general and professional education, developing their general and professional qualifications or retraining.
- job training for a particular profession is conducted by employers out of our institution (for example, craftsmen) or at auxiliary enterprises of OHP. A person is train in selected profession for 2, maybe 3 years depending on the type of syllabus. Preparing the young workers has two forms: professional training for particular profession or acquires occupational qualifications at the level of basic vocational school.
- job intermediation, occupational intermediation, and job related information, active job search workshops, organization of training, and job market programs - OHP as a job market institution, carry out complex activities in the area of job market addressed to young people who are 15-25 years old. As a part of those activities, free-of-charge services are being rendered in many forms.
- European Social Fund and international cooperation - When Poland joined the European Union, OHP - as one of the first polish institutions stared bringing into effect projects co-financed by the European Social Fund. EVS projects are addressed to youth threatened by social exclusion and marginalization. Participation in projects increases their social and professional skills by gaining new qualifications, compensation arrears of educational skills in the use of information technology, increasing motivation to learn and look for work, increasing self-esteem and responsibility for tasks.

Moreover OHP also operate in the field of international cooperation. International projects were always treated as an important factor in education and educational of youth. Every year we organized a lot of international events for the youth and with the youth in frame of Erasmus+ Program (before the name was Youth in Action Programme) and Polish-Lithuanian Youth Exchange Fund. International projects, both sending and hosting, are great occasion for our youth to break stereotypes, prejudices and intercultural learning. We still develop relations with foreign partners continuously and regularly and those relations are supposed to initiate co-operation with new organizations or to expand the existent ones of co-operation with its present partners. Since 2014 we actively participate in Erasmus+ and two of our subordinated units - voluntary corps in Bydgoszcz and Włocławek- has status of EVS hosting organisations.
