The Department of Manche is a sub-regional territorial authority with 500,000 inhabitants represented by 54 elected representatives. By law, the Department is the leader in territorial solidarity. As such, it supports territories and inhabitants at every stage of life, especially young people. The Department manages for example the catering, maintenance and computer equipment of the "collèges" where French teenagers attend school. Young people also benefit from reductions to facilitate their access to leisure, sport, culture and transport. In the same vein, the Department also seeks to strengthen European openness in schools, or by hosting European volunteers into its services. The Department provides also allowances for older people, disabled people and people in need.
The Department has a range of other policies to support the territorial growth. It manages transport infrastructures like local roads. It supports small businesses, agriculture and tourism, helps people to take part to cultural events and to practice a sport and leisure activities, and it is concerned about energy transition and strives therefore for the protection of natural area and develops renewable energies and strenghten resource efficiency.
