The Bureau Européen du Scoutisme (BES) is the office based in Brussels, part of the European Region of the World Organization of the Scout Movement (WOSM) - a global youth and volunteer-led educational movement with over 56 million members worldwide, of whom more than 2 million are active in the European Scout Region. The mission of Scouting is to contribute to the education of young people, among others, by providing them with opportunities to participate in programmes, events, activities, and projects that contribute to their growth as active citizens. Through these initiatives we help build a better world, where young people are self-fulfilled as individuals and play a constructive role in society by inspiring others to take action.

Scouting offers a wide range of educational programs and activities to children and youth but also targets adult leaders through a lifelong learning journey. The mission of Scouting is to empower young people via non-formal education to build a world where they will be self-fulfilled as individuals and play a constructive role in their community (local, national and global) through active citizenship.

The European Scout Region is strategically managed by the Regional Scout Committee (an Executive Body made up of six volunteer members) and the European Scout Office (including the Bureau Européen du Scoutisme), who work hand in hand with 41 National Scout Organisations (NSO) to achieve the mission of scouting. NSOs play a crucial role in delivering flexible, effective, and sustainable educational interventions in response to the identified needs of young people in our societies across Europe.

The implementation of our actions is coordinated by dedicated thematic groups (also known as “working groups”) composed by international participants responsible for the delivery of particular projects, activities and events. The Bureau Européen du Scoutisme supports the work of the participants providing them with expertise, knowledge and know-how. Young participants are nonetheless at the heart of the organisation, and their involvement in steering, designing and running the activities and projects is the core element of the learner-focused Scout non-formal education method.

As an organisation rooted in non-formal education, the Scout Movement has always adopted an impact-driven approach to its programmes, especially in addressing the sustainability of our planet, promoting peace, and tackling inequality. Among its strategic priorities during the current triennium (2019-2022), European Scout Region lists sustainable development, social impact of Scouting, and diversity and inclusion to ensure that Scouting programmes, initiatives and activities are tailored to the needs of young people facing continuous changes.

With a vast experience in international project management, main areas of Bureau Européen du Scoutisme (BES)’ expertise are:

Today, the Scout Movement worldwide is embracing change and growing faster than ever thanks to the leadership of 171 NSOs, and the commitment of young people and millions of participants in communities around the world.

The vision of scouting is that by 2023 Scouting will be the world’s leading educational youth movement, enabling 100 million young people to be active citizens and creating positive change in their communities and in the world based on shared values.

Young participants are at the heart of our organisation, and their involvement in steering, designing, and running the activities and projects is the core element of the Scout non-formal education method.
