Dibra Municipality is the public body located in the mountainous region of northeastern Albania that is responsible for governing Dibra county. The municipality's aims include promoting public safety, public health, and equitable outcomes for its 78,940 residents, as well as fostering economic development, tourism development, agricultural development, environmental protection, and social welfare. To achieve these goals, the municipality employs 800 civil servants, including police officers, firefighters, educators, caregivers, artists, and engineers, who collectively work to provide quality services and support residents to lead healthy, safe, vibrant, and productive lives.

Dibra is known for its thermal waters, year-round agriculture, and natural beauty, though is also developing a reputation as a destination for outdoor activities such as hiking, camping, mountain biking, and rock climbing. The fourth tallest mountain in the Balkans, Mount Korabi, and the birthplace of Albania's national hero, Gjerg Kastrioti, are popular tourist sites in Dibra. The municipality also promotes close cross-border relations with its largest neighbor, Macedonia, and is committed to good governance and transparency in its decision-making and operations.
