Youth mainstreaming, youth impact assessment and youth checks - a comparative paper

The Commission’s Youth Wiki network – which analyses and compares youth policies across Europe – released a paper entitled ‘Youth mainstreaming, youth impact assessment and youth checks’.

This paper is a follow-up of the Commission Communication on the European Year of Youth and analyses youth mainstreaming practices in 33 European countries. 

The comparative report explores the approaches to integrate young people’s voices and perceptions in policymaking, focusing on youth regulatory impact assessment (RIA) instruments, also referred to as ‘youth checks’ in four EU Member States: Belgium (the Flemish Community), Germany, France and Austria. 

The ‘youth check’ was introduced as a legacy of the 2022 European Year of Youth to ensure that young people’s concerns are better reflected in EU policymaking. When designing EU policies, the Commission will ensure a ‘youth check’ by making full use of Better Regulation and consultation tools.

This comparative analysis of the youth checks is a first attempt at presenting the workings of these instruments, highlighting their differences and similarities, and contributing to the exchange of best practices among countries and peer learning.
