Penamacor is a municipality of Beira Baixa, belonging to the District of Castelo Branco. It is bordered to the north by the municipality of Sabugal, to the south by the municipality of Idanha-a-Nova, to the west by Fundão and to the east by the Spanish Extremadura region.
The distances from the county seat to the larger urban centers are 48 kilometers for Covilhã, 50 for Castelo Branco and 66 for Guarda.
Administrative organization
The municipality is composed of 12 parishes: Águas, Aldeia do Bispo and Aldeia de João Pires (in Union of Parishes), Bemposta and Pedrógão (in Union of Parishes), Aranhas, Benquerença, Meimoa, Meimão, Penamacor, Salvador and Vale da Lady of Póvoa.
A considerable historical gap, due only to the lack of information, since for several centuries the territory was successively occupied by Suevi, Vandals, Visigoths and Muslims, transports us towards the end of the century. XII, at which time D. Sancho I definitively consolidates his conquest of the Moors. D. Sancho I's assault on the Saracens was part of the larger movement of the Peninsular Reconquest by the Christians, where the various kingdoms which were then drawing rapidly advanced southward, each seeking to enlarge its dominions and make them recognize their rights. Following a strategy of enlargement and progressive consolidation of the territory, D. Sancho granted a charter to Penamacor in March 1209, which his successor, D. Afonso II, confirms in 1217. In the face of this growth, D. Dinis felt a need to surround village with new wall, successively reinforced in later reigns. D. Manuel grants him a new charter, on June 1, 1510. Politically and militarily, Penamacor's position was to assume particular relevance over several centuries, in the context of relations with the neighboring kingdoms, first with Leon and later with Castile and Spain, being often the scene of military movements, especially in periods of our history, as were the wars of the restoration of independence and the French invasions.
Nowadays, the Municipal Council of Penamacor is the autonomous body of this municipality and it is up to you to promote the development of the municipality in all areas of life, such as health, education, social action and housing, environment and basic sanitation, land planning and urban planning, transport and communications, public supply, sport and culture, consumer protection and civil protection.
OUR MISSION: Define and execute policies in order to defend the interests and meet the needs of the local population.
To guarantee the formalization and guarantee of the quality of the mobility the following initiatives were foreseen:
a.) at a initial stage, an agreement has been reached, transposed to a mandate in which the partners expressed their intention to participate in the project by mandating the organizer;
b.) the use of the Youth Pass that enables the recording and certification of the learning and experiences acquired throughout the mobility, as well as the corresponding evaluation;
c.) the diagnosis of the volunteer(s) expectations will be carried out in the planning phase, through a questionnaire, or other means more suited to the specific context of the participants; At the end of the mobility, the degree of satisfaction and execution of the objectives will be evaluated, for exemple, in the final report of the Mobility Tool fill out by each volunteer.
d.) evaluation of expectations and results and certification of learning and experiences through the Youth Pass and the volunteer(s) CV update, will also be instruments to ensure the quality of the process;
e.) there will be photographic and digital recording of the activities carried out;
f.) at the level of the administrative and financial management of the project, it will be ensured the safe keeping of all documentation and expenses incurred and informed the partners, group leaders and other stakeholders of the procedures adopted.
In order to ensure the adequate preparation of the activities and the quality of the process, the following assumptions have been made:
1.º) In the first phase, identification of partners who are explicitly focused on the proposed theme, who were invited to participate on the basis of a short summary of the project and its objectives;
2.º) In a second phase, involving the partners in the operationalization of the project;
This involvement will take place in the following way: a planning meeting via Skype will be organized, with the participation of members from each sending organisation, one of them being the volunteer. The other element may be the EVS contact person for each sending organization. The main objetive is to arise any questions or doubts regarding the activities, places of the activities or others, like for exemple the volunteers accomodation. A short multimedia presentation of the program will be prepared together. It will also be proposed to create a project online blog or Facebook page and ask the partners for their collaboration and to be committed to updating it. The identification of the volunteer(s) and knowledge of the greater or lesser access to digital means may justify the rethinking or adequacy of this strategy. Being possible, in a first phase, the blog will allow the participants' prior knowledge, the sharing of expectations, doubt's and questions.
ERASMUS+ VOLUNTEERING QUALITY STANDARDS TO BE ENSURED
Support to the volunteers:
i) Before, during and after the volunteering activities, in particular in crisis prevention and management;
ii) For insurance, visa, residence permit, travel arrangements and all the administrative procedures;
iii) By facilitating the volunteer’s participation in the Erasmus+ volunteering training cycle;
iv) By foreseeing proper evaluation measures.
Information
i) All partners have the right to receive complete information on the project and agree on all aspects.
ii) Visibility, dissemination and publicity measures have to be in place.
Recognition
i) Each Erasmus+ volunteer is entitled to receive a Youthpass;
ii) Provide the proper training of the Volunteer(s) in the Portuguese Language in close collaboration with the Mentor of the mobility;
iii) Ensure the participation of the volunteer(s) in the On-Arrival training, if organized by the Portuguese National Agency during their stay with us.
