Mehedinti Directorate for Sport and Youth referred to as the Directorate, is a deconcentrated public service of the Ministry of Youth and Sports, with legal personality, established on the basis of O.G no. 15/2010 and which is organized and operates on the basis of H.G no.776/2010. The department is financed from own revenues and subsidies from the state budget. In the direction of the department operates a unit for administration of sports facilities and leisure
centers, without legal personality, financed by own revenues and subsidies granted from the state budget, which has as activity the administration and maintenance of sports facilities, tourist bases, youth, as well as the provision of services for sports and youth.
Purpose and object of activity: (1)
The Directorate ensures the implementation at county level of the Government's strategy and policies in the fields of sport and youth.
(2) The Directorate collaborates with the local public administration authorities and other public institutions, for organizing and promoting sports activities, as well as for youth activities.
3) The Directorate organizes and controls the activity of the administration of sports facilities and leisure centers / tourist bases, whose purpose and object of activity is the administration and maintenance of sports facilities of national interest / leisure centers, as well as the provision of services for the activity sports and youth. In accomplishing its activity object, the direction fulfills the following specific attributions:
a) ensure the implementation at county level, of the Governance Program, of the strategy and programs of the Ministry of Youth and Sport in the fields of sport and youth;
b) use recreational centers for youth for the purpose of recreation, tourism, sports, camps for children and youth;
c) pursues the enforcement and control of compliance with the normative acts in the fields of sport and youth;
d) cooperates with the other deconcentrated institutions, with specialized bodies of the central public administration, with the local public administration authorities, other public institutions, with public or private legal entities, Romanian or foreign;
e) organizes and conducts youth and cultural activities, cultural, artistic, entertaining, educational, domestic and international tourism, sports and leisure activities for young people, camps or leisure centers as well as other locations agreed by the management;
f) elaborates the annual calendar of sports and youth actions and partnership and submits it to the management of the Ministry of Youth and Sports;
g) act in cooperation with the local public administration authorities to develop the material base in recreational centers, as well as to modernize and optimize the services for sports and youth;
h)provide specialized support for the implementation of programs and projects for and for youth, as well as for sports by local public institutions;
i) Collaborate, cooperate and develop partnerships with individuals and legal entities in order to achieve the objectives in the fields of sport and youth;
j)provide information and advice in the fields of sport and youth;
k) organizes, participates, monitors and evaluates actions in the fields of sport and youth;
l) organizes and updates the database of nongovernmental and youth organizations in the county;
m) organizes theme camps, recreation activities, seminars, non-formal education courses for young people and students;
n) organizes and implements social programs for children and young people, especially for disadvantaged people;
o)propose to the Ministry of Youth and Sports the establishment or dissolution of the youth centers that they coordinate in order to carry out the youth information and counseling activities;
To accomplish its activity object, in the field of youth DJST MH has the following main attributions:
- ensuring the participation of young people in the decisions process, including in the elaboration, promotion and implementation of youth policies, especially through non-governmental youth and youth structures;
- increasing the participation of young people in public life and encouraging them to take on individual or group responsibilities;
- supporting and guiding young people in order to actively participate in the economic, educational and cultural life of the country;
- to stimulate the cooperation of central and local public authorities and institutions with non-governmental youth and youth structures by setting
up consultative councils constituted by non-governmental and youth organizations from each central or local public authority or institution that manages youth funds;
- stimulating young people's access to information and information technologies;
- stimulating mobility among young people;
-stimulating volunteering among young people;
- promoting inter-cultural dialogue and combating racism, xenophobia and intolerance among young people.
