Brežice Primary Health Centre (Brežice PHC) is the main provider of public health services at the primary level of health care services in Brežice municipality. As of December 31, 2018, there were 126 civil servants employed.
The mission of Brežice PHC is socially responsible provision of high-quality health services for all users in Brežice municipality, both in the process of diagnostics, therapy and rehabilitation as well as in the process of continuous provision of emergency medical care during regular working hours and on-call duty. It also provides medical services within specialist dispensaries. Brežice PHC is also the centre of planning and implementation of health promotion and prevention programmes aimed at maintaining and promoting health. It also maintains, develops and deepens good cooperation with all key stakeholders in the local environment (local community, other health care institutions and providers, educational institutions, civil society organizations, enterprises, local population, etc.) - for the benefit and satisfaction of users.
The vision of Brežice PHC is to remain the main provider of public health care services at the primary level in a way that would enable the highest possible benefit for individuals and local community in the territory of Brežice municipality.
Brežice PHC performs basic health care activities, which include: (1) monitoring the health status of the population and proposing measures for protection, (2) strengthening and improving health as well as preventing, detecting, treating and rehabilitating patients and injured persons, (3) preventive healthcare for at-risk groups and other residents in accordance with the preventive health care programme and international conventions, (4) education and counselling for preservation and promotion of health, (5) prevention, detection and treatment of oral and dental diseases as well as rehabilitation, (6) health rehabilitation of children and adolescents with physical and mental disabilities, (7) health care for women, children and youth, (8) home visits, health care, treatment and rehabilitation of patients at home and persons in social care and other institutions, and (9) emergency medical care and rescue service.
In accordance with the Health Care Law, Brežice PHC also performs other tasks in the field of health care and health services, namely: (1) coordination of organising healthcare and ensuring the stability of public network operation, (2) organization and coordination of emergency medical care and emergency services, (3) provision of mortuary scrutiny service, (4) non-emergency medical transportation and transportation of dialysis patients, (5) healthy life programmes, pedagogical tasks, (6) diagnostic and therapeutic services for private individuals, concessionaires and self-payers, (7) sale of health care services on the market and (8) education and organization of seminars on health care topics. Brežice PHC mission is also to liaise and cooperate with concessionaires as well as with other health and social care, educational and other institutions, companies, organizations, associations and individuals - all with the aim to prepare and implement programmes on promotion, preservation and restoration of health.
For the needs of concessionaires, Brežice PHC also performs the so-called non-medical service (financial, bookkeeping and other services). For the founder, the municipality of Brežice, Brežice PHC also performs facility management activities for the health care activity needs.
In 2017, Brežice PHC successfully applied for a public call of the Ministry of Health and established a Health Promotion Centre Brežice, which employs an interdisciplinary professional staff and possess equipment for conducting health education and activities to promote health as well as to reduce health inequalities among residents of all population groups in Brežice municipality. The project, worth EUR 365,136.00, will be completed in December 2019. Brežice PHC is also involved in activities / projects in the local environment, such as: 1) project "SOPA" (duration until October 2020), implemented in consortium with the Centre for Social Work Brežice (CSD). The value of the project is 64.522, 37 EUR; 2) together with CSD it implements activities addressing social problems of children from unregulated families (violence, etc.); 3) project “I’m partying with friends, not drugs” - here it collaborates with the Brežice Institute for Entrepreneurship, Tourism and Youth (MC Brežice), together with the Municipality of Brežice. In cooperation with the Brežice General Hospital, it implements the Maternity and Parenting Preparation Programme. It also cooperates with RDA Posavje within the framework of the Scholarship Scheme (scholarship for medical students, speech therapists, pharmacists).
