Specific Privacy Statement – European Youth Portal

This privacy statement refers to the European Youth Portal and its associated online services such as websites and mobile phone applications. As this system contains individuals' personal data, its publishing and processing falls within the provisions of  Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 (repealing Regulation (EC) No 45/2001) . This privacy statement explains to you the way in which this system uses personal data, and the way in which the privacy of this data is being protected.

The main legal bases for the processing of personal data are Regulation (EU) 2021/888 establishing the European Solidarity Corps programme and repealing Regulations (EU) 2018/1475 and (EU) No 375/2014, Regulation (EU) 2021/817 establishing the Erasmus+ programme and repealing Regulation (EU) No 1288/2013, and the European Commission Decision on the 2018, 2019 and 2020 annual work programmes for the preparatory action “DiscoverEU: Free travel passes for Europeans turning 18”.

What is the purpose of the data collection?

There are six main features of the European Youth Portal (EYP) which involve the collection and processing of personal data. These are:

  • Information provision – the creation and maintenance of articles, events and news items relevant for young people and related to the EU Youth Strategy.
  • Ask a question form – the EYP provides the ability for individuals to submit questions by filling in a form.
  • European Solidarity Corps – the EYP provides the ability for individual young people to register for the Corps, to indicate their preferences for activities, and receive training to be prepared to undertake an activity. They will also be able to post and share user generated content about their Corps experience, such as pictures and texts, comment on the posts of others, upload an avatar for their profile and manually specify their location. The EYP will also allow authorised organisations to search the database of Corps registrants to find potential volunteers / workers for their activities, make contact with potential participants (if the registrant agrees to be contacted by the organisation), make offers for activities, which the registrants have the option to accept or decline; and finally, issue a certificate of participation after the activity is finalised. European Solidarity Corps registrants/participants may follow General Online Training courses available on the EU Academy platform and accessible through their Corps profile. In order to follow the training, Corps registrants/participants will be informed about the Data Protection Notice of this General Online Training before having their data transferred from EYP to the EU Academy platform. This platform has its own Privacy Statement available on its webpage. Moreover, European Solidarity Corps registrants having expressed their interest for Humanitarian Aid Volunteering will have the possibility to follow a specific training on the EU Academy platform, accessible through their Corps profile. Registrants will be informed about the Data Protection Notice of this Humanitarian Aid Training before having their data transferred from the EYP to the EU Academy platform. The European Solidarity Corps mobile phone application mirrors some of the features of the European Youth Portal. This privacy statement covers therefore also the app. European Solidarity Corps registrants/participants may equally follow contests via the app. As soon as they participate, their consent will be actively requested in the app.
  • Database of organisations and opportunities – this includes a list of organisations accredited under Erasmus+, European Solidarity Corps organisations holding a Quality Label, other EU funding programmes and authorised third party providers offering opportunities for volunteering, traineeships and jobs for young people. This database also displays the list of opportunities mentioned above.
  • Online Consultation Toolkit (CTK) – as part of the EU Youth Strategy is to encourage the greater participation of young people in democratic life, the EYP incorporates a platform to allow young people to have their say on different topics.
  • DiscoverEU – the EYP provides the ability for individual young people and groups of young people to apply for a travel pass by providing personal information about themselves. They will also answer a quiz, a subsidiary question and questions related to travelling (cfr. Section "What personal data do we collect in the EYP?"). For groups of young people, the leader of the group must provide the same kind of information, after which a code will be generated and used by the other members of the group in order to fill in their personal data. Only the date of birth, the nationality, and the replies to the quiz and subsidiary question will be used for the award decision. Other personal data collected through the registration form will be used for statistical purposes and as relevant information for the authorised sub-contractor designated by the European Commission to arrange the travel bookings of the selected participants. In order to obtain the travel pass and the ancillary services, including the travel booking, the selected participants (including people in the reserve list when used) will be informed about the Data Protection Notice of DiscoverEU before having their data transferred to the authorised contractor.

For the delivery of services associated to DiscoverEU like the DiscoverEU Learning Cycle or DiscoverEU promotion campaigns, the participants can be contacted by the European Commission and organisations authorised by the European Commission as well as EACEA, Erasmus+ National Agencies and Eurodesk.

More information on the rules of the DiscoverEU contest can be found on the EYP in the 'Rules of the DiscoverEU contest' section.

Common considerations:
For some of the above mentioned features, the European Youth Portal and its subportals host, from time to time, competitions, which may necessitate the submission of personal data. Participation in such competitions is entirely optional; prospective participants are informed about any personal data implications ahead of submission.

To access some functionalities, users may be asked to login and authenticate before they can use  these features. To do so, the EYP may use the European Commission's Identity Management System (IMS), through the EU Login system. That system has its own Privacy Statement

The processing of personal data is necessary for the fulfilment of the European Commission’s obligations and responsibilities of monitoring and reporting as laid down in the Regulation (EU) No 2018/1475 establishing the European Solidarity Corps, the Regulation (EU) No 1288/2013 establishing the Erasmus+ Programme and the European Commission Decision on the 2018, 2019 and 2020 annual work programmes for the preparatory action “DiscoverEU: Free travel passes for Europeans turning 18”.
