Der Regionalverband Saarbrücken ist ein Stadt-Umland-Verband, der zehn Städte und Gemeinden im Großraum
Saarbrücken umfasst. Er ist der wirtschaftliche Ballungsraum des Saarlandes, in dem ein Drittel der saarländischen
Bevölkerung lebt und etwa die Hälfte aller Bewohner/innen des Landes arbeitet. In einem Gebiet von 411 qkm leben
heute über 350.000 Einwohner/innen. Damit zählt er zu den am dichtesten besiedelten Räumen Deutschlands. Er liegt im
Südwesten Deutschlands und teilt die Grenze mit Frankreich. Luxemburg ist nur eine Autostunde entfernt.

Als Träger des Sozial- und Jugendamtes für die Verbandsgemeinden wendet er 80% der Auf- und Ausgaben des
Gesamthaushaltes für diese Bereiche auf. Außer den Aufgaben im sozialen Bereich obliegen dem Regionalverband noch
die Aufgaben des Gesundheitsamtes und der Umweltbehörde. Darüber hinaus ist er der wichtigste Träger
weiterführender Schulen im Einzugsgebiet sowie der Volkshochschule. Gleichzeitig kümmert sich der Regionalverband
als lokale Verwaltung um die Entwicklung des Einzugsgebietes im Grenzbereich und setzt in allen Bereichen
grenzüberschreitende Projekte um.

Das Jugendamt ist mit über 200 Mitarbeiter/innen der größte Dienst innerhalb der Regionalverbandsverwaltung. Wie bei
allen Jugendämtern liegt der Schwerpunkt der Tätigkeit auf den im KJHG formulierten Pflichtaufgaben, nämlich der
praktischen und finanziellen Unterstützung von Kindern und Jugendlichen in Not- oder Gefährdungslagen.

Die Abteilung 51.5 Kinder- und Jugendarbeit besteht aus dem Innendienst, der die Verwaltung und die Jugendpflege
beinhaltet sowie den Mitarbeitenden in insgesamt 14 Einrichtungen der offenen Jugendarbeit (Jugendzentren). Die offene
Kinder- und Jugendarbeit richtet sich mit ihrem Angebot an junge Menschen von 12 bis 27 Jahren. Das Aufgabengebiet
umfasst außerdem die Bereiche Jugendschutz, Beratung und Förderung von freien Trägern, die Konzeption und
Durchführung von jugendkulturellen und Präventionsprojekten sowie die Planung und Durchführung von
Ferienprogrammen und -freizeitmaßnahmen. Darüber hinaus stellt die Abteilung Einsatzplätze für junge Menschen im
BFD und FSJ zur Verfügung.

The Saarbrücken district is a regional association consisting of ten cities and communities in the greater area of Saarbrücken. It is the economic hub of the Saarland, where one third of the population of the federal state live, and about half of its residents work. Today, more than 350,000 people live in an area of 411 sq km, making it one of the most densely populated areas in Germany. The district lies in the southwest of Germany and borders on France. Luxembourg is just an hour's drive away.
In its function as the provider of social and youth welfare within this association of municipalities, the District Council invests 80% of the tasks and spendings of its entire budget in these sectors. In addition to its tasks in the social sector, the District Council is also responsible for the tasks of the health authorities and the environmental protection agency. Furthermore, it is the main responsible body for secondary schools in the region and for the adult education centres. In its function as a local administration the District Council supervises the development of the catchment area in the border region, implementing cross-border projects in all areas.

With over 200 employees the Youth Welfare Office is the largest service within the District Council. As with all youth services, the focus of activity is on the compulsory tasks as stipulated in the Child and Youth Welfare Act (KJHG), i.e. practical and financial support for children and young people in emergency or hazardous situations.

The department maintains 14 youth centres, which are so-called "open door institutions". Their offers are aimed at young people aged 12 to 27 years. The range of duties also includes youth protection, advice and promotion for private agencies, design and implementation of youth culture and prevention projects, and planning and implementation of holiday programmes and recreational activities.
