Cottbus is located in one of the easternmost regions of Germany. Since the 1990s, the city has been confronted with ongoing transformation processes that have not yet been adequately addressed and have only been marginally accompanied. It faces the challenges of structural change after coal-fired power generation, demographic change and a shortage of skilled workers. There is strong immigration in Cottbus, for example from Syria and Ukraine. The city is currently reinventing itself and wants to become more international and European. For this, it is also necessary that the municipal institutions continue to open up interculturally, that intercultural experience including the expansion of competences happens and thus prejudices and stereotypical views are eliminated. This will be done by welcoming young European volunteers in the municipal institutions and by sending young people from Cottbus on European voluntary service.

Cottbus befindet sich in einer der östlichsten Regionen Deutschlands. Seit den 1990er Jahren sieht sich die Stadt mit Transformationsprozessen konfrontiert, die bisher nur unzureichend aufgearbeitet und begleitet sind. Sie steht vor den Herausforderungen des Strukturwandels nach der Kohleverstromung, des demografischen Wandels und des Fachkräftemangel. In Cottbus gibt es eine starke Zuwanderung, zum Beispiel aus Syrien und der Ukraine.

Die Stadt erfindet sich derzeit neu und will internationaler und europäischer werden. Dafür ist es auch notwendig, dass sich die kommunalen Institutionen weiter interkulturell öffnen, dass interkulturelle Erfahrungen sowie Kompetenzerweiterung stattfinden und damit Vorurteile und stereotype Sichtweisen abgebaut werden. Dies geschieht durch die Aufnahme von jungen europäischen Freiwilligen in den städtischen Einrichtungen und durch die Entsendung junger Cottbuser in den Europäischen Freiwilligendienst.
