Avilés is a city and a Spanish council located in the Principality of Asturias, in the north of the Iberian Peninsula, on both sides of the Avilés estuary. In 2019, the municipality had a registered population of 78,192 inhabitants, being the third municipal capital in population of Asturias, in number of inhabitants. The council is one of the twenty municipalities grouped together that make up the central metropolitan area of ​​Asturias.
The city council of Avilés is a public administration that has the objective of offering the necessary resources to its citizens in various matters through its councils that in turn develop different strategies, projects and activities.

Avilés es una ciudad y un concejo español situado en el Principado de Asturias, en el norte de la península ibérica, a ambas márgenes de la ría de Avilés. En 2019, el municipio contaba con una población empadronada de 78.192 habitantes,​ siendo la tercera capital municipal en población de Asturias, en número de habitantes. El concejo es uno de los veinte municipios agrupados que forman el área metropolitana central de Asturias.
El ayuntamiento de Avilés es una administración pública que tiene el objetivo de ofrecer los recursos necesarios a su ciudadania en diversas materias a través de sus concejalias que a su vez desarrollan diferentes estrategias, proyectos y actividades.
Las concejalias del ayuntamiento de Avilés son las siguientes:
- Area de desarrollo urbano y económico.
- Area de cultural y promoción de la ciudad.
- Area de formación, empleo y vivienda.

El Ayuntamiento de Avilés tiene un largo recorrido en la apuesta por el bienestar social de su población a través del trabajo compartido entre la ciudadanía, su representación política, los servicios municipales y las entidades y agentes sociales del territorio. La Agenda Social Renovada para Europa señala que en una realidad de continuas transformaciones “las políticas sociales deben mantener el ritmo de estas realidades cambiantes: deben ser flexibles y dar respuestas a los cambios. Es preciso que todos los niveles de gobernanza afronten este desafío”. Las medidas sociales “deben adoptarse en el nivel más cercano posible al ciudadano”, deben “renovarse los
medios” para alcanzar los nuevos retos y desafíos, para ello es necesario “centrarse en potenciar el papel de las personas y permitirles aprovechar todo su potencial”.
Con este planteamiento el ayuntamiento trabaja para el desarrollo y afianzamiento de un modelo de bienestar y cohesión social que pretende asegurar el derecho de las personas a vivir dignamente a lo largo del ciclo vital y a desarrollarse en los distintos ámbitos de la vida. Las políticas sociales articuladas organizativamente
a través de las diferentes áreas están orientadas a establecer alianzas entre administración pública y sociedad civil, con una mirada a medio y largo plazo que permite el desarrollo de estructuras preventivas y de promoción del bienestar como objetivo construido y compartido desde todos los ámbitos.
