Opis organizácie

The ‘Agence pour le développement de l’emploi’ (ADEM) is the public employment service (PES) in Luxembourg and is directly placed under the authority of the Ministry of Labour, Employment and Social and Solidarity Economy. It is led by a Board of Directors (a Director-General and two deputies) appointed by the government for a period of seven years.
The main objectives of ADEM are as follows:
• To match offers and demands on the national labour market by helping jobseekers to get employed as quickly as possible and by assisting employers in their recruitment.
• To promote employment by improving the governance of employment policies in coordination with economic and social policies.

ADEM’s main responsibilities are
• provision of services to jobseekers including personalised support, counselling, access to vacancies, training, employment measures etc.
• payment of unemployment benefits and other benefits also financed by the Employment Fund (such as temporary/involuntary part-time unemployment benefits etc.)
• provision of specialised services for employers, including the pre-selection of job candidates, recruitment workshops, organisation of on-the-job training
• counselling and vocational guidance for young people and for people in professional re-orientation
• organisation of apprenticeships

Next to all the above mentioned activities, ADEM is also one of the main actors in the implementation of the Youth Guarantee and has therefore a lot of expertise in working with (amongst others) young people (with fewer opportunities).
