The Consortium Associations with Mozambique (CAM) originally set up within an experience of decentralized cooperation between the Autonomous Province of Trento, situated in the northeastern part of Italy, and Caia district in Mozambique. This project was launched in 2000 in the framework of the Programme for Local Human Development (PDHL in Portuguese and Spanish) that UNOPS (United Nations Organization for Project Service) was managing in Mozambique by also deploying public funds of the Italian Ministry of Foreign Affairs (MAE). On the stimulus of civil society, the Italian Autonomous Province of Trento (PAT) has adhered to the PDHL and foresaw in the launch of this program the possibility of experimenting with a new approach to cooperation. This was based on the construction of territorial partnerships and on the start of new professional relationships between decentralised entities and civil society actors in the two territories. CAM was officially founded in 2002 by five association members and it was the legally constituted body that coordinated a larger informal working table (Table Trentino with Mozambique). This one was divided into thematic working groups, and included not only the already mentioned founding members, but also all the stakeholders investing in projects linked to intervention areas of the multi-sectoral program in the Caia district.
The Association is a non-partisan and non-profit organization that has as its main purpose the promotion and implementation of international solidarity initiatives. The key values inspiring its action are reciprocity, respect, inclusion and attention to the last. CAM aims to support and promote the sustainable development of local societies, enhancing human resources, intervening in multiple areas of the International Development Cooperation, working in partnership with other associations, providing a positive image of Africa and spreading respect for human rights. Furthermore, CAM aims to enhance the processes of strengthening local societies, by generating awareness and autonomy of the same. CAM also intervenes in support of the neediest and the most vulnerable by concretely reaffirming their rights. Following the provisions of the Statute, to achieve its aims, CAM promotes and implements all the initiatives it deems appropriate and adequate for the realization of its purpose. In particular, it undertakes to implement international cooperation programs in coherence with its strategic planning. It is also engaged in information, in public awareness, and in the development of educational activities.
Since inclusion is one of the leading values, the Association has multiple target groups. The activities are addressed both to the local population of Mozambique, with particular attention to the most vulnerable and disadvantaged segments of the population (women, children, and chronically ill people), and to the Trentino community, promoting active citizenship and civic sense in the population.
CAM, as previously said, operates in a multisectoral framework. As regards the socio-educational and socio- sanitary sectors, qualified staff commits to ensuring an inclusive and safer pre-scholar education, by improving the quality of teacher training. It is also committed to creating better living conditions for chronically ill people in Mozambique. CAM both promotes initiatives aimed to improve health education and provides home care to people with chronic diseases like HIV and TB. Moreover, it also carries out activities in the economic sector promoting microcredit and microfinance among the rural population, and it engages in urban planning and sustainable management of the territory alongside local administrations. About the last, the association invests capital to improve the WASH system and to increase the interest of the institutions concerning the management of the municipal solid waste. In conclusion, all the activities are carried out by taking into account the importance of promoting gender equality and the role of women in society. The areas of intervention of CAM are mostly geographically located in Mozambique, and workers are monitored and administered on-site, from local offices which refer directly to the headquarter in Trento.
Caia district is the main site where CAM develops projects concerning social, financial and environmental areas. On the contrary, in other districts like Inhaminga and Marromeu the attention is mainly focused on the topic of microcredit, and in the municipality of Beira the main concern is the management of urban solid waste. CAM also gives concrete support to the decentralized administrative offices, by providing to local employees training sessions held in the capital of Mozambique Maputo. Other specific meetings on the topic of urban waste and urban development take place in the city of Nampula instead.
